QUEBEC’S HATE SPEECH BILL HAS SERIOUS FLAWS, MANY PROVISIONS POSSIBLY UNCONSTITUTIONAL


Montreal, August 18, 2015 — Quebec’s Bill 59, which seeks to ban hate speech and speech inciting violence, requires significant amendments to avoid creating injustices in the pursuit of justice and protection from discrimination. This is the general assessment by CRARR of the Bill, introduced last June by Quebec Justice Minister Stéphanie Vallée as part of the government’s plan to combat hate, extremism and radicalization.

Montreal, August 5, 2015 — Majiza Philip, the young Black woman who was violently arrested and had her left humerus bone badly fractured by Montreal police officers last November, found out last week that she has been charged with four counts after the incident.

Montreal, August 4, 2015 — In response to last month’s public protest which denounced the “abnormal exclusion” of racial, ethnic and religious minorities as well as First Nations organizations from the upcoming public hearings on Bill 59, known as the hate-speech bill, several groups, including CRARR have been invited to testify.

ANGLOPHONE BLACK WOMAN'S RACE BIAS COMPLAINT REJECTED BY HUMAN RIGHTS COMMISSION AFTER SIX YEARS


Montreal, July 30, 2015 — After six years, an English-speaking Black single mother finally received, in June 2015, the decision by the Quebec Human Rights and Youth Rights Commission in response to a complaint of racial bias in policing, filed by CRARR on her behalf back in June 2009.

The Commission dismissed her complaint due to insufficient evidence.

RACIALIZED POLICE TECHNOLOGY APPLICANTS WHO FAIL SWIM TEST MAY HAVE FACED DISCRIMINATION


Montreal, July 27, 2015 --- CRARR is seeking Black and other racialized applicants to the Quebec-regulated police technology programs in colleges who failed the required swim test at the admission stage and who have been rejected as a result.
