POLICE ETHICS COMMITTEE TO HEAR SUBMISSIONS ON SANCTIONS IN CASE INVOLVING AGENT 728



Montréal, June 8, 2016 — The Police Ethics Committee is expected to hear submissions on sanctions tomorrow in a case of misconduct involving former Montreal Police officer Stéphanie Trudeau, known as “Agent 728.”

The case involves Trudeau, who is cited by the Police Ethics Commissioner for numerous police ethics violations, including illegal detention and arrest, use of racial slurs, excessive use of force, mistreatment, unjustified fine and negligence regarding the health and safety of Mr. Julian Menezes, a lecturer at McGill University who is of Indian background.

A second officer, Constantinos Samaras, who was involved in the incident, is cited by the Commissioner for failure to identify himself at Mr. Menezes’ request and for failure to intervene to stop Trudeau’s actions.

The hearing was held last Monday and there were discussions between the parties’ counsels regarding admissions of unethical police conduct with the view to avoid a lengthy hearing.

CRARR represents Mr. Menezes for the Quebec Human Rights and Youth Rights Commission, where it has filed a complaint of racial profiling against both officers and the City of Montreal for violations of his civil rights. The Commission’s decision on the complaint is still pending.
