CHÂTEAUGUAY POLICE'S PEPPER-SPRAYING OF FATHER AND TWO YOUNG GIRLS: CRARR RECEIVED MANDATE FOR CIVIL RIGHTS ACTION



Montreal, December 23, 2015 — CRARR received this morning the mandate from Mr. John Chilcott, the English-speaking Black father who was intercepted by a Châteauguay police officer dressed as a Far West sheriff, pepper-sprayed with his two daughters inside the car, arrested and then fined more than $1,000 for three different traffic violations.

The mandate is to authorize CRARR to represent and assist Mr. Chilcott in complaints before the Quebec Human Rights and Youth Rights Commission and the Police Ethics Commissioner. Mr. Chilcott's wife, Rosemarie Edwards, will also take action for her children.

Mr. Chilcott was intercepted as he was driving his children to school in Châteauguay. His two daughters, aged 7 and 10, have been deeply affected by the ordeal.

The City of Châteauguay is part of the provincial riding of Châteauguay, which is represented in the Quebec National Assembly by Pierre Moreau, Minister of Municipal Affairs and Minister of Public Security (who happens to oversee the police). Neither Minister Moreau nor Mayor Nathalie Simon has made any comment about the incident. Châteauguay Police Chief Stéphane Fleury has also remained silent about the case.
